Island Redevelopment

As mentioned in the History section, federal law requires that closing military bases have homeless assistance agreements as part of their civilian reuse plans.  TIHDI was formed to develop this plan and three of its members were appointed to the civilian reuse committee (CRC) in 1994.  In 1996, TIHDI's agreement with the City was  endorsed by the SF Board of Supervisors and approved by the US Department of Housing & Urban Development in 1996. In 2000, the City created the Citizen's advisory Board (CAB) and TIHDI has had two seats on that body ever since.

Given the federal law and TIHDI's agreement with the City through the Treasure Island Development Authority (TIDA), TIHDI has been an integral part of the redevelopment planning for Treasure Island and specifically for the plans for supportive housing & employment. As part of redevelopment, TIHDI will have a legal contract ("the Amended and Restated Base Closure Homeless Assistance Agreement") with TIDA for specific housing, employment, economic development and service opportunities.  TIHDI has worked closely with TIDA and the Master Developer--Treasure Island Community Development (TICD)-- as well as representatives of City Agencies, member organizations and residents to shape an inclusive vision for the future of Treasure Island.

The Development Plan has a 30% affordable housing plan.  TIHDI has a total of 435 units which represent about 20% of the total affordable housing portfolio (2262 affordable units). 250 of these units will replace TIHDI's existing units and 185 are new units.  The plan also sets forth: hiring goals for redevelopment utilizing TIHDI's Job Broker System in concert with city wide entities & requirements; economic development opportunities for TIHDI members to provide social enterprises which train and employ homeless and low income San Franciscans: and, space for  supportive services.
